The City Attorney is appointed by the City Council and serves as the chief legal advisor to the Mayor, Council and all City Departments concerning official city business. The City Attorney attends all Council meetings for the purpose of advising Council. He acts as Parliamentarian and approves all contracts prior to signature by any City representative. The City Attorney’s office provides civil litigation oversight for the City in state and federal courts, creates and reviews legal documents and forms, (bids, contracts, ordinances, etc.). The office drafts ordinances, resolutions, and contracts, and prepares written legal opinions and correspondence, and interprets and provides advice concerning the City Charter, City Code, and Arizona and Federal law.
The Civil Division, which includes two assistant city attorneys, drafts ordinances, resolutions, and contracts, and prepares written legal opinions and correspondence. The Civil Division is responsible for interpreting and providing advice concerning the City Charter and Code, and Arizona and Federal law.
The Office of the City Attorney serves as full time counsel for the City of Goodyear. We can only provide advice to the City Council, City Manager, and city departments on official City business. The City Attorney’s Office cannot provide legal advice or representation to private persons or businesses on either city-related or private legal matters.
