Bill Stipp was elected to his first four-year council term in 2011. His priorities as a Councilmember include supporting conservative fiscal policies, improving government efficiency, assisting small businesses, maintaining our up-scale community standards and protecting our neighborhoods with strong public safety agencies.
Councilmember Stipp brings more than 30 years of public sector experience to the Council and has dedicated his last four years in office to ensuring that Goodyear has teh highest quality services while maintaining a cost structure that balances the community’s needs and desires with the city’s revenues. He has supported decreasing excessive revenues and creating a sustainable plan to meet financial obligations without increasing taxes.
Councilmember Stipp prides himself on putting people first and practicing Servant Leadership. He is currently employed as a local government consultant focusing on strategic planning, analyzing organizations and improving operational management. Serving as subject matter expert, he also contracts with the U.S. Army, training their Homeland Response Forces.
Councilmember Stipp serves as the Chairperson for Goodyear's Public Safety Retirement Boards, the Goodyear Volunteer Firefighters Pension Board and the City Council Audit Committee. Regionally, Councilmember Stipp serves on the Arizona Municipal Water Users Association (AMWUA) Board of Directors and works with Mayor Lord on Veterans Affairs issues. Nationally, Councilmember Stipp served three years on the Steering Committee of the National League of Cities’ Public Safety and Crime Prevention Committee. He has served on the Council Subcommittee for Boards and Commissions, as the Council representative to Historic Goodyear Neighborhood Alliance and as the city's alternate to Maricopa County’s Community Development Advisory Committee (CDAC). Councilmember Stipp and is currently pursuing a Master’s Degree in Public Administration from Grand Canyon University, earned his Bachelor’s Degree from Southern Illinois University and achieved an Executive Fire Officer designation from the National Fire Academy.
A Goodyear resident since 2001, Councilmember Stipp and his wife Lisa of 28 years have two children.
