Development Review
Planning and Zoning applications are reviewed by a team of City staff (the Development Review Committee) to provide a comprehensive review of the development proposal relative to the applicable provisions of the City Code, Zoning Ordinance, Subdivision Regulations, Building Code, and Engineering Design Guidelines, and to ensure quality development in the community consistent with the City's adopted Design Guidelines. The Development Review Committee consists of staff representatives from the City's Community Development, Public Works, Engineering, Economic Development, Fire, and Police Departments.
For applications that do not require Planning and Zoning Commission review and recommendation and action by the City Council, the Development Review Committee may approve, conditionally approve, or deny the application. For all other applications, the Committee will review the application and provide a recommendation to the Commission and City Council.
Prior to the submittal of any Planning and Zoning application, a pre-application meeting is required with City staff. Pre-application meetings are held every Thursday afternoon beginning at 1:00 pm. To schedule an item for a pre-application meeting, please contact the Community Development office at 623-932-3005 and submit the required pre-application submittal materials at least one week prior to the requested meeting date.
The technical review of Planning and Zoning applications by the Development Review Committee will be in accordance with the following published City Staff Review Times. These published times do not include the necessary processing time for scheduling those applications which require public hearings and action by the Planning Commission and City Council after Development Review Committee review. The published City Staff Review Times will be reviewed periodically and may be adjusted based upon the level of development activity or available staff resources.

All quoted review times are "working days," and indicate the City review time from the date of application submittal or re-submittal to the date of issuance of written City staff review comments.
